Deborah Lynn Santiago, was born to Stanley R. Phelps and Vela "Kay" Phelps on February 19, 1956, and passed away on November 16, 2022.
She was born in Bakersfield, grew up in Wasco, before moving to Porterville with her family.
She graduated from Monache High School in 1974. Eventually becoming a psychiatric technician at the Porterville Developmental Center, retiring from there after 35 years of service.
She is survived by her son, Brandon Santiago, her mother, Vela Phelps, her sister Kathy Phelps-Mead, her niece, Chloe Mead, her nephew, Clay Mead, as well as other numerous cousins and relatives in California, Arkansas, Missouri and other places across the U.S.
She is preceded in death by her father Stanley Phelps, her brother, Douglas Phelps, and the father of her son, Bennie Santiago Jr.
A public viewing will be held at Myers Funeral Home located at 248 N. E Street on Tuesday, November 22, from 3 to 7:00 PM
Public graveside services will be held at Vandalia Cemetery located at 565 E. Scranton Avenue, on Wednesday, November 23, at 10:00 AM
